Do I need a licence?
To transmit on the amateur bands, yes: an amateur radio licence from your national regulator. Receiving is generally free, so many buyers start by listening.
What is the difference between UV-K1 and UV-K5?
The UV-K1 transmits on 136–174 and 400–470 MHz and has an optional 2500 mAh long battery. The UV-K5 transmits on the 2 m and 70 cm amateur bands (144–146 and 430–440 MHz). Both have 200 channels and up to 5 W.
What does NOAA mean on the spec sheet?
NOAA is the US weather radio service. The radios can receive its 10 channels, but these broadcasts are not transmitted in Europe.
